2Reducing Compliance Costs – Many of the rules under review, such as those related to mercury emissions, ozone transport, and power plant wastewater, impose costly compliance burdens on co-ops. Revising these rules could reduce operational costs and prevent electricity rate increases for co-op members.

3Regulatory Certainty – Revisions to rules like the Waters of the United States (WOTUS) definition could provide co-ops with clearer guidelines on environmental permitting, reducing delays and legal risks associated with infrastructure projects.

4Supporting Energy Diversity – The reconsideration of rules impacting coal and other traditional energy sources gives co-ops more flexibility in their energy generation choices, ensuring they can continue using a mix of resources to meet local needs efficiently.

5Preventing Forced Retirements – Co-ops rely on a variety of generation assets, including coal and natural gas. If regulations force plants to retire faster than replacements can be built, it could create reliability issues. EPA’s actions help slow this transition to avoid energy shortages.
