North Carolina Launches Energy Saver NC Program to Help Residents Save Energy and Money

The North Carolina Department of Environmental Quality (DEQ) has launched Energy Saver North Carolina, a program that provides over $208 million in federal funds to assist low- and moderate-income families with energy efficiency and electrification upgrades.

This initiative aims to make efficiency improvements, such as installing heat pumps, insulation, and energy-efficient appliances, more affordable for income-eligible households. This program combines two U.S. Department of Energy rebate programs—Homeowners Managing Efficiency Savings (HOMES) and Home Electrification and Appliance Rebates (HEAR)— to help reduce energy costs, create jobs, and improve air quality across the state. North Carolina is the first state to fully launch both programs simultaneously, with rebates of up to $16,000 per household for whole-home upgrades and $14,000 for energy-efficient appliances.

Currently, the program is available in Cleveland and Halifax counties, where qualified and certified contractors are actively participating. As the program trains and certifies more contractors, it will expand into additional counties, including storm-affected areas. Although the program is not yet available in Four County EMC’s service area, the website encourages eligible members to take proactive steps now by submitting an application and gathering supporting documentation, such as proof of income. Starting the process early can help streamline the application when registered contractors become available in our area.

This initiative is particularly focused on assisting low- to moderate-income residents in underserved communities, ensuring access to energy efficiency solutions that can lower utility bills and improve overall comfort.
